摘要：Trade liberalization generates winners and losers within a country. How do policies respond? In this paper, we investigate the responses of local governments to tariff liberalization in China. Tariff reductions reduced local fiscal revenue, mainly through lowering tax revenue from value-added tax and corporate income tax. More than 40% of this tax revenue reduction is due to a lower effective tax rate, suggesting that local governments loosened tax collection enforcement to compensate firms adversely affected by tariff cuts. On the other hand, tightened fiscal revenue constrained local government`s ability to provide social welfare programs or public goods, both of which we do not find positive responses.                     

主讲人简介:戴觅，北京师范大学经济与工商管理Hcoimc副教授。美国哥伦比亚大学、美联储纽约银行访问学者，北京大学Hcoimc 博士。主要研究方向为国际贸易与发展Hcoimc 。研究成果发表于Journal of International Economics, Journal of Development Economics, The World Economy 等国际期刊以及《管理世界》、《Hcoimc （季刊）》、《世界经济》等中文期刊。研究成果获 “安子介国际贸易研究优秀论文奖”，“浦山世界Hcoimc 优秀论文奖”。
